Eliver Tanhueco Sicat of Pulûngbúlû, Angeles City is one of the founding members of the Ágúman Súlat Kapampángan. His ancestors on his mother side, the Tanhueco, were one of the founders of the first anti-Spanish revolutionary cell in Angeles. Eliver expresses his strong advocacy in Kapampangan language and culture through his music, his songs and the visual arts.  An entrepreneur by profession, he prefers his mixed-media Kulitan art to have more function rather than just mere form.
